For another reference point, Block's broader benchmark for converting a standard 2-car garage into an ADU is $110,000 to $180,000. Simple conversions with favorable conditions can come in under $100,000, while complicated projects in high-cost markets can exceed $200,000. ## Garage-to-ADU conversion contractors in Los Angeles

The result was a 495-square-foot, 1-bedroom ADU with a full kitchen, laundry, vaulted ceilings, a shower skylight, and a large accordion door facing the yard. Its relatively new roof and gutters could remain. The heavily sloped floor still needed correction, drainage along the property line needed attention, and opening the hip roof into a vaulted ceiling required new structural support. On a garage-sized footprint, another 250 square feet can carry a lot. There is room for a second bedroom without asking the kitchen and living room to squeeze into whatever floor area remains.

### Where a 2-car garage conversion budget goes

Cost per square foot is better used as a cross-check than as your only budgeting method. A 400-square-foot ADU still needs a kitchen, bathroom, electrical work, plumbing, HVAC, and permits, so many expenses don't shrink in proportion to the floor plan.

## Planning a garage conversion in Los Angeles: what comes first

The finished floor plan isn't the first decision. For an LA-area garage, start by figuring out who regulates the property, what legally exists today, and what condition the structure is actually in.

### 1. Confirm your jurisdiction

A Los Angeles mailing address doesn't necessarily put a property under the City of Los Angeles building department. Your home could be in the city, unincorporated LA County, or a separate incorporated city such as Inglewood, Glendale, Culver City, or Pasadena.

Confirm the permitting agency before using a zoning rule, application checklist, or standard that may belong to the municipality next door.

### 2. Pull the property and garage records

For properties within the City of Los Angeles, [ZIMAS](https://planning.lacity.gov/zoning/zoning-search) lets you search property-specific zoning and land-use information as well as planning applications and building-permit history.

That record check is especially helpful with older garages. An addition or structural alteration made decades ago may not be obvious during a walkthrough.

### 3. Inspect the garage itself

Check the slab and foundation, framing, roof, drainage, signs of water intrusion, electrical capacity, and possible sewer and water routes.

Measure the height too. Garage floors frequently slope and may need to be leveled or built up, costing you inches in the process. ### 4. Choose the basic project type

Once the site has been evaluated, you can decide whether it makes more sense to:

- Convert the existing garage.
- Convert it and add square footage.
- Build another level above it.
- Rebuild a garage whose condition makes preservation unattractive.
- Consider another ADU location on the lot.

### 5. Check the rules that can favor an existing garage

California gives conversions of existing accessory structures some important advantages. An ADU created inside an existing accessory structure does not need a new setback. For common new-construction ADU categories covered by state law, a local agency cannot require more than 4 feet of side and rear setback. The 4 feet is the maximum setback a jurisdiction can impose in those cases, not a statewide requirement that every ADU sit exactly 4 feet from the property line.

You also don't have to replace off-street parking lost when a garage is converted into an ADU.

Existing structures can follow different size rules from newly constructed ADUs, so don't assume that a size limit you saw for a new detached unit automatically applies to a conversion. The [California HCD ADU Handbook](https://www.hcd.ca.gov/sites/default/files/docs/policy-and-research/adu-handbook-update.pdf) is the better place to check the statewide rules before applying them to your property.

Converting the garage also doesn't necessarily use up every ADU opportunity on a single-family lot. Current state rules allow certain ADU categories in combination, including an ADU created from existing space, a JADU, and a newly constructed detached ADU, subject to the requirements for each.

### 6. Develop the plans and submit the application

Once the basic approach is settled, the floor plan, structural work, utilities, openings, energy requirements, and any addition can be documented.

Changes that took effect January 1, 2026 give a permitting agency 15 business days to determine whether an ADU application is complete. If the agency misses that deadline, the application is deemed complete. For a complete application on a property with an existing dwelling, the agency generally has 60 days to approve or deny it.

Don't build your entire preconstruction schedule around 60 days. Design, engineering, application preparation, and revisions happen outside that basic review clock, so the time from first sketch to issued permit will be longer.

### 7. Compare contractor scopes against the same plan

Once the project is defined, you can see whether contractors are actually pricing the same job. Look for differences in structural work, slab repair, drainage, utility upgrades, windows, cabinetry, appliances, exterior restoration, and responsibility for permitting.
