Own an apartment long enough and, sooner or later, you'll do a renovation that requires gutting. The catch in New York is that the walls, pipes, and hallways that gut has to pass through belong to the building. Roughly half the decisions in an apartment gut renovation in NYC get made by people who don't live in your unit. Hire a contractor first and ask the building second, and you'll pay for that order in redesign fees and lost months. The sequence below runs the way the project actually moves in a co-op or condo, starting with the document that governs everything after it.

Townhouse and single-family owners control their own systems and approvals. Most of this won't apply to them. ## What you own and what the building owns

The line between your apartment and the building runs along the surface of the walls. Finishes, fixtures, interior partitions, cabinetry, and the branch lines running from the riser to your sink are yours to change. Everything those branch lines connect to belongs to the building, and so does everything your crew has to pass through to reach the apartment.

The building's side of the line typically includes:

- The waste stacks and supply risers behind your kitchen and bathrooms
- Structural slabs, columns, and bearing walls
- Exterior walls, windows, and the facade
- The gas riser and the electrical service feeding your unit
- The freight elevator, the lobby, and the hallway outside your door

To sort any item in your scope, ask whether changing it reaches a neighbor or a shared system. A new bathroom location affects the apartment below, and a heavier electrical load draws on a riser other units share. Both go to the board before they go to your architect.

### Co-op or condo: who can say no

Does it matter whether you own a co-op or a condo? The sequence is the same, but the building's power to refuse is not.

A co-op shareholder holds shares and a proprietary lease. The lease requires the corporation's written consent for alterations. That gives the board the right to decline a project outright, and it does not owe you a reason. A condo owner holds real property, with bylaws that usually say the board cannot unreasonably withhold consent. Still, the alteration agreement sets insurance, hours, deposits, and review fees in both cases, and the board controls every shared system your work touches.

## Get the alteration agreement before you hire anyone

Ask the managing agent for the alteration agreement, house rules, work rules, insurance exhibit, and fee schedule before you interview a single contractor or sign with an architect. The agreement is the contract between you and the building. It defines the project you're allowed to run. Reading it first tells you what to design and how long you'll have to finish. Five terms reshape a gut renovation more than any others.

- **Work hours.** Most buildings allow work from nine to four or nine to five on weekdays only, and many push noisy work later in the morning. That is a shorter day than the city permits. Build the schedule on the building's hours.
- **Insurance.** Contractors typically need $1 million per occurrence and $2 million aggregate in general liability, with the corporation and managing agent named as additional insureds. Some buildings require $5 million. That requirement alone rules out a good share of the contractors you'd otherwise call.
- **Deposits and fees.** Expect a refundable damage deposit, often $5,000 to $10,000 or 10 to 15% of the budget. Add a processing fee and the cost of the building's architect or engineer reviewing your drawings.
- **Wet work rules.** Many agreements define wet work (plumbing, tile, anything touching a water line) and restrict when it can happen, sometimes to certain months. Wet-over-dry clauses go further and bar a new kitchen or bath above a neighbor's bedroom or living room.
- **A completion deadline.** Board consent usually sets a start window and a required finish date. The finish date is often 90 to 120 days out.

## Design around the building's fixed points

Checking the building's fixed points before your architect develops a layout saves you a redesign and the weeks of board review that come with it. The fixed points are the waste stack, the supply risers, the electrical service, and the structure. A bathroom that stays within a few feet of its stack is ordinary plumbing. Move it across the apartment, though, and you need a drain route with enough slope and a path that clears the slab and framing. You also need a building willing to accept a wet room above someone's dry one.

Electrical service works the same way. Rewiring inside your walls is yours to do, but an induction range, an electric dryer, heated floors, and new HVAC can exceed what the riser delivers to your unit. Raising that capacity is a building decision. In a prewar building it may not be available at any price.

Have your architect answer four questions before schematic design starts. Where is the nearest stack? What sits beneath any room you want to make wet? How many amps reach the apartment? Which walls are bearing? The answers settle the layout early. And that's before you get to gas.

### Gas piping and shutoffs

Picture a kitchen where the range moves four feet to the other side of the room. In New York, those four feet are a gas piping change. The work has to be filed with the Department of Buildings and done by a licensed master plumber. The work itself is routine, and the trouble starts only if the gas gets shut off along the way.

Once service is off for any reason, [restoring gas](https://www.nyc.gov/site/hpd/services-and-information/gas.page) requires the plumber's filing, a DOB review and possible inspection, a pressure test, and a two-step Con Edison inspection and leak test. Only then is the meter turned back on. On a shared riser, that outage reaches every apartment on the line. Con Edison also needs access to each unit to restore cooking gas, so one neighbor's locked door delays everyone. Buildings have gone months without cooking gas this way. An induction range and an electric dryer take the question off the table. Many boards now steer unit owners that way.

### Landmark buildings and anything on the exterior wall

A through-wall air conditioner looks like an interior decision until the building is landmarked. Then any cut through the facade, and any window that doesn't match the original, needs a Landmarks Preservation Commission permit on top of the DOB filing. Decorative masonry is off limits. Ask the managing agent whether the building is designated before you specify HVAC.

## Hire a contractor the building will accept

Vet for the building first and the apartment second. The building sets the insurance minimum and the paperwork. A contractor who can't clear those won't get past the lobby, no matter how good the portfolio looks. Four things belong on the first phone call:

- **A Home Improvement Contractor license.** The city requires a DCWP HIC license number on the permit for work in a co-op or condo unit [when the unit owner hires the contractor](https://www.nyc.gov/site/buildings/property-or-business-owner/home-improvement-contractor-permit-requirements.page). Ask for the number and check it before you compare bids.
- **Insurance that matches the exhibit.** Hand the contractor the building's insurance exhibit on day one and ask for a certificate naming the corporation and managing agent as additional insureds.
- **Co-op and condo references.** Ask for two recent jobs in managed buildings and call the super at one of them. The super knows whether the crew protected the hallway and stopped at four.
- **A plan for the filing.** Your architect files the plans, but the contractor pulls the permits and schedules inspections. Confirm who is expediting the job and who pays for it, because an unassigned filing can wait weeks.

## The approval sequence and what it does to your start date

Why does a project with finished drawings still have no start date? A unit owner's approvals run in series. Each one waits on the one before it. The building reviews before the city does, and the city now checks that the building has signed off.

Since February 2, 2026, the board is a required stakeholder on DOB NOW filings by condo unit owners and co-op shareholders. Its representative has to attest that the board authorized the filing before it can proceed. Many boards attest only after formal consent, and some state in writing that the attestation is not final approval. Plan on two separate sign-offs from the same board. Most boards meet once a month.

Sometimes the building takes a long time to review the drawings. That's part of the messy side of renovation that doesn't show up in the before-and-after.

Build that review time into your calendar from the start. Ask the managing agent when packages are due before each meeting and whether the authorized representative can attest between meetings.

## Running a job inside an occupied building

A plumber who is ready on Tuesday may wait until Thursday because that is when the building approved the riser shutdown. Demolition debris needs a reserved freight elevator and a protected path through a lobby full of neighbors, and neither shows up in a contractor's bid unless you put it there.

The city permits construction from seven in the morning to six in the evening on weekdays and requires an After Hours Variance for anything earlier, later, or on a weekend. The building almost always cuts that further, and some bar noisy work before 10 or on Fridays, which can take a third of the labor time out of a schedule built on an eight-hour day.

Once demolition starts, the ownership line gets tested for real. Open a wall in a 1920s building and you may find a riser the drawings misplaced or a slab that can't take the drain route. When we open a wall and discover that the existing conditions are significantly worse than expected, the impact isn't limited to the cost of repairing them. In New York, that discovery can trigger additional building requirements, revised work, additional inspections and sometimes changes involving the DOB.

She ties the rest of that to the calendar. "There is the repair itself, building approval, inspection scheduling and potentially permit-related work," she says. "That's why hidden conditions can affect the schedule just as much as the budget." A 10 to 20% contingency covers the repair, but only a schedule with slack in it covers the second board review.

Two more prewar realities belong in the plan before demolition. In a multiple dwelling built before 1960, the city presumes every painted surface contains lead. Any work disturbing paint needs certified workers and lead-safe practices. And in buildings built before 1987, an asbestos assessment has to be completed before the permit is issued.

## Keeping the disruption to your daily life small

Homeowners who plan to stay in the apartment through a gut usually move out by the second week. Water and power go off for days at a time, and demolition dust reaches every closet. Plan on living elsewhere for the full construction window. Sign the short-term lease to start when board consent and permits are in hand rather than when the contract is signed, or you'll pay rent on two homes while the board deliberates.

- Put furniture in storage rather than in the unit, so the crew isn't working around it and the building's protection plan doesn't have to cover it.
- Introduce yourself to the neighbors above and below before demolition, and give them the schedule and your phone number.
- Have your contractor post the work hours and a contact name on your door, so a neighbor with a complaint has someone to call other than the board.
- Route mail and packages to your temporary address, since the lobby will already be handling the contractor's.

Can a co-op board stop me from gut renovating my apartment?

 Yes, it can. The proprietary lease requires the corporation's written consent for alterations. A co-op board can decline a project without giving a reason.
